STANDING ORDER NO. 1/2021-ESTT-(EXP) 

In order to prevent submission of tampered / fake E-Forms against Exports through One Customs, the following procedure is laid down for compliance:- 

a.    Exporter / clearing agent who intends to export goods through areas where WeBOC is not yet available and One Customs is in operations, shall submit Form-E alongwith the covering letter of the concerned bank indicating the name designation and telephone numbers of the banker/bank who has issued Form-E, at least two days prior to Gate-in of the consignment in the port and submit the same to the office of the concerned Assistant/Deputy Collector of Customs.

b.    The Assistant/Deputy Collector shall contact the concerned Bank Manager by any means of communication including electronic i.e. email/fax and telephonic to verify issuance of Form-E by the said bank, including its contents. After satisfying himself, he shall allow in writing the exporter/clearing agent to bring the consignment in the port.

c.    At the time of GD processing and allow loading, the concerned official of Customs shall see and ensure that the Assistant/Deputy Collector has allowed export on bank’s covering letter by signing Form-E.

d.    Within 24 hours of the export of goods, the official so deputed for the job by the concerned Assistant/Deputy Collectors shall send copy of Form-E to the State Bank of Pakistan by retaining its copy in the office in terms of para 59, Chapter XIII of the CGO, 12 of 2002 dated 15.06.2002.

e.    This Standing order rescinds the earlier standing order 01/2018 dated 26.08.2018 on the same subject and issues with the approval of competent authority.
