Sub:   IMPLEMENTATION OF FINDINGS/RECOMMENDATIONS IN COMPLAINT    NO. 0017/OM/2022 (EXCESSIVE IMPORT OF SECOND HAND CLOTHING

While passing Order in complaint No. 0017/OM/2022, the Hon'ble Federal Tax Ombudsman has observed vide para(2)(i) that procedure for filing of Goods Declaration as prescribed under rule 389 of Sub-Chapter-1 of the Chapter XVIII of the Customs Rules notified vide SRO 450(1)/2001 dated 18.06.2001 read with Customs General Order No. 15 of 2019 dated 13.09.2019 is not being complied with in letter and spirit.

2. It is hereby circulated for information and strict compliance of all concerned that henceforth all the importer(s) should upload invoice/ packing list and any other mandatory documents issued by the supplier at the time of filing of Goods Declaration in the system. The Assessing / Examination Officers are hereby directed to strictly comply with the directions/ instructions contained in rule 389 of the Customs Rules read with CGO 15/2019 dated 13.09.2019. Any violation in this regard shall be viewed seriously.

3. This issues with the approval of the Collector. Collectorate of Customs Exports (PMBQ), Port Qasim, Karachi.
