PUBLIC NOTICE NO. 14/1993-(APPRAISEMENT) 

SUBJECT: CLASSIFICATION OF ZINC ETCHING PLATES.

A question' has arisen whether Zinc Etching Plates for block making, falls appropriately for classification under heading 84,42 as a component part of the printing machinery or these are Zinc Etching Plates for block making of heading 79.05.

According to the Explanatory Notes to the Harmonized Commodity Description and Coding system, Zinc Plates and Sheets used for the manufacture of roofing tiles, dry battery containers photo engraving. lithographic or other printing plate, etc. are classifiable under heading 79.05 However printing components blocks, plates specifically classified under PCT heading 84.42 as per explanatory notes which also excluded prepared printing plates from the purview of heading 79 05.

In view of the above position it is notified for the information of the Public in general and trade in particular that prepared Zinc Etching plates ready to use without any alteration in a specific machine shall henceforth be classified under heading 84.42 and other Zinc Etching Plates and Sheets which require further processing before these are put to use as printing plates shall be classified under heading 79.05 of Pakistan Customs Tariff.
