STANDING ORDER NO. 13/1988 (PREVENTIVE)

In pursuance of, authorization of Collector of Customs of M/s. Pakistan International Airline Corporation to take into their custody, immediately after discharging from the aircraft the cargo imported by them for the purpose of unloading the same at their Foreign Receipt Section Karachi Airport the following procedure is laid down for the movement, unloading, examination and clearance of the cargo:--

  1.    M/s. P. I. A. will file four copies of the manifest (instead of three) for the aircraft carrying the cargo imported by M/s. PIAC.
  2.    M/s. P.I.A. shall transport the cargo to the Foreign Receipt Section under escort of Customs Officer duly deputed.
  3.    The Gate Officer of Customs posted at Foreign Receipt Section shall enter the particulars of the cargo brought for depositing in Foreign Receipt Section in-the register.
  1. Unloading of cargo shall be carried out by the Custodian of Foreign Receipt Section in the presence of officer of Customs who shall tally the number of consignment, a report to the same effect shall be prepared by the Custodian of the Section which shall be signed by the Customs Officer incharge and shall be forwarded to the Assistant Collector of Customs A - Freight Unit for further necessary action as provided in the Customs Act, 1969.
  1. After removal of the goods to the Foreign Receipt Section, the goods shall be stored separately IGM-wise and Index-wise. Arrangements shall be made to keep the packages in order and identifies manner index-wise, so as to ensure prompt of entry is presented for examination and the goods have been examined by the appropriate officer of Customs, the consignments so examined shall be removed to a separate place specified in the Foreign Receipt Section so that examined and un-examined cargo is kept separately pending assessment, completion of Customs formalities and clearance.
  1. The bills of entry for these goods shall be filed in the import Section of Air Freight Unit as usual and completed accordingly.
  1. For the examination of the cargo in the Foreign Receipt Section two Examining Officers, on Appraising Officer and one Preventive Officer will be posted to examine the goods and complete other Customs formalities. M/s. PIAC shall arrange for office accommodation and payment of the salaries of above Customs Officers.
  1. At the time of delivery of goods the Customs Officer incharge of authorized person shall obtain duplicate copy of bill of entry an j enter the particulars of consignment in a register maintained for the purpose. The duplicate copies shall be sent to the M.C.D. of Air Freight Unit for record subsequently.
  2. No cargo shall be allowed to remain in Freight Receipt Section for a period of more than one month and goods not cleared during this period shall be liable to be disposed of in accordance with the provisions of section 82 of Customs Act, 1969. The Custodian of Foreign Receipt Section will supply a list of consignments un-cleared Index-wise at the end of each month for necessary action under section 32 of the Customs Act, 1969.
  3.    The crucial date for calculating the period of one month as mentioned above shall be the date on which import manifest is filed by the Airline.
  4.   Safe custody of the cargo from the point of its discharge from aircraft to its fiscal clearance from Customs will be the responsibility of M/s. P.I.A.C.
  5.  The Foreign Receipt Section shall be bonded and licensed in accordance with the provisions of the Customs Act, 1969.
