PUBLIC NOTICE NO. 20/1985
SUB: Institutionalize the pct classification committee and to streamline its working and procedures.
PCT Classification Committee has worked successfully for the last one year examination and resolution of classification disputes. It has now been decided to permanently constitute and institutionalize the committee and to streamline its working and procedures.
The PCT Classification Committee shall comprise of senior most Deputy Collector and as many Assistant Collectors as nominated by Collectors of Customs (Appraisement). It shall meet twice a week i.e. on Sunday and Wednesday from 2.00 to 4.00 PM. The quorum of Committee shall be one Deputy Collector and two Assistant Collectors. The terms reference shall be as under:-
i) To consider and tender opinion about all such classification matter referred Custom House, by the CBR and other Customs Collectorates.
ii) To consider and give opinion about all such classification matter arising in the Custom House, referred to by the concerned Deputy Collector.
iii) To give opinion in all classification matters referred by Chamber of Commerce and Industry and individual importers whether in Pakistan abroad.
iv) To formulate opinion wherever a change in practice regarding classification of an item is involved.
In all cases where an organization or any individual importer seeks an opinion he shall be required to fill up the Classification Advice Form prescribed for the purpose. The cases to be considered by the Committee.
The individual importer shall have an opportunity to present his case and view point either personally or through authorized representative to the Committees, if he so wishes.
To avoid possible delay in finalization of cases a list of all likely items to be considered in the next PCT Classification Committee meeting shall be displayed on the Notice Board of the Custom House, two days in advance.
The ruling in the form of Public Notices will be issued after the approval of the Collector of Customs (Appraisement).
A copy of ruling shall be supplied to Federation of Pakistan Chambers of Commerce & Industry, Karachi.
