SUB:              Classification of coning oils

The assessment of Coning Oil used in the manufacture of man-made fiber & yam is under dispute for some time. Coning oil is composed of mineral oils more than 70%), emulsifying agents and anti-static agents and have flash point above 200 Degree of Fahrenheit's thermometer. These products prevent diversion and of filament have gliding and anti-static properties which ensures un-reeling and smooth e thread running during the processing of yarn.

The textile oils having mineral oil contents more than 70% fall for classification under heading 27.10 by virtue of para C (2) page 201 of the Explanatory Notes to the Customs Cooperation Council Nomenclature (CCCN). It is, therefore, circulated for information of the trade that Coning Oil having mineral oil contents not less than 70% and used in the processing of man-made fibre/yarn is classifiable under heading 27.10.
