PUBLIC NOTICE NO. 2/1988 (APPRAISEMENT)

The business community, as well as the various transporters of the Dry Port Cargos such as the Pakistan Railways, the National Logistic Cell (NLC) and the Shipping Lines have at various levels expressed the desire that cargo booked/manifested for various Dry Ports may not be intercepted and legal proceedings may not be initiated by Karachi Customs. Although there is no legal embargo against such actions by Custom House, Karachi, yet as a measure of facility to the importers who wish to clear their cargo at Dry Ports, it has been decided that all consignments which are shipped / manifested for Dry Ports, shall be granted transshipment permits and these shall not be put to examination at Karachi.

a)            In such consignments, if Custom House has some information regarding contravention etc. The same shall be passed on the authorities at Dry Ports by telex or by telephone.

b)            There are instances, however, where either the cargo is manifested for Karachi or the Custom House has already initiated legal action the importers file requests for grant of transshipment permits. Such requests are not only un-reasonable but appear to be indicative of the intentions to avoid full application of penal action for mis-declaration by this Custom House. In such situations after completion of investigations the detailed information will be passed on to the respective Dry Ports in the form of contravention report for further necessary penal action. The relevant transporter of Dry Port Cargo will also be responsible for getting such goods examined in their presence and they will be required to re-seal the containers prior to the onward shipment to the Dry Ports.

However, in the case of contrabands such as:--

1.    Narcotics

2.    Gold

3.    Arms and Ammunition

4.    Subversive Literature

5.    Any other item/consignment for which detention/interception may be specifically approved by the Collector of Custom.     

The detention /seizure of the above category of consignments shall be made at the Karachi Port and all penal proceedings will also be concluded by the Custom House, Karachi.
