STANDING ORDER NO.9/1988 (P)
sUB: Delay in the clearance of post parcels/packets/bulk bags in the foreign post office/postal appraisement department.
With a view to checking the delays in the clearance of goods in the Postal Appraisement Department, Karachi, G.P.O. the following procedure shall be adopted with immediate effect: -
1). The Assistant Collector of Customs Incharge, PAD, shall meet the Senior Superintendent of Foreign Post on every working day to review the cases of the postal packets/parcels/bulk bags pending in the Foreign Post office for clearance. The reasons for the delay should be identified, the packages held up should be cleared immediately and measures should be adopted to avoid the recurrence of such delays. A diary shall be maintained showing the minutes of the daily meeting, the action taken and the targets achieved. The diary should be made available to the superior officers inspecting/visiting the P.A.D.; and
2). The Assistant Collector, P.A. shall submit a weekly statement (in triplicate), about the consignments pending in P.A.D. for more than 15 days in the following proforma: --

3). The above weekly statement shall be signed by A.C.P./P.A.D. and submitted to the D.C.P. (HQ) on the Sunday following the week ended on the Thursday.
4). The Deputy Collector shall scrutinize the statement and shall take appropriate measures to ensure that there is no un-reasonable or unjustified delay. Cases involving delay to more than 30 days shall be reported to the Collector and the Central Board of Revenue giving the details of the consignments and the reasons for the delay.
2. The Officers and the staff in the P.A.D. are cautioned that cases of delays and defaults on the part of the Customs shall be viewed very seriously.
