PUBLIC NOTICE NO. 17/1992-(A)

SUB:  DEBITING OF LETTER OF CREDIT ON NORMAL VALUE IN CASE OF GOODS IMPORTED IN TRANSIT TO AFGHANISTAN.

It has been observed that import value of goods-in transit to Afghanistan is generally shown in invoices much less than the normal value prevailing in the international market or prices for the identical goods imported into Pakistan. Since the Pak-Afghan Trade Agreement, 1965 specifically provides for the submission of invoice before the Custom Authorities in Pakistan for ascertaining that the goods have been imported at normal value, it has been decided that the letters of credit for the goods imported in transit to Afghanistan for which Bill of Entry or IGM subsequent to filing of Bill of Entry, is filed on 1st July, 1992 or afterward will be debited at the minimum normal value of goods irrespective of the invoice value.

2. This measure is being adopted to help the concerned authorities in the Islamic Jamhoria of Afghanistan to assess the goods at the normal value.
