SUB: Classification of word processor
The question of fixing the criteria to distinguish between the word processor and automatic/electronic typewriter has been under discussion for quite some time particularly because of the overlapping characteristics of these two machines and non-availability of sufficient / clear definitions of these machines in the explanatory notes to Harmonized commodity description and coding system.
The matter has been examined in the light of literature/ catalogue and international magazines collected from different sources and following guidelines have been drawn for the identification of both the machines which be followed by the public and concerned Appraising staff while making the assessment of these machines.
i. The word Processor should have a four direction/movements curser, with necessary keys whereas the typewriter shall not have this feature.
ii. The Word Processor should have an internal or external large storage capacity/capability.
iii. In case of built-in-display (LCD), a Word Processor should have a built-in-display of minimum six lines and in case of external visual display, it should be more than six lines. In case of a display system of 5 lines or less, the machine will be assessed as typewriter.
iv. The units imported as Word Processor/ typewriters having the key board capable of functioning independently as a full-fledged typewriter shall be assessed as a Typewriter. However, the peripheral/optional units for example monitors and disk drive etc. imported in the same package shall be classified appropriately in the light of Chapter/Section Notes.
v. The products presently being sold by the exporters/manufacturers as Typewriter or their equivalents as well as machines advertised in any local or foreign press as typewriters shall be assessed as typewriter.
vi. All the importers shall produce the original catalogue and operating manual of such machines, which are normally available in the original packing of the machines, in order to ascertain the classification keeping in view the above guidelines.
