PUBLIC NOTICE NO 45/1993-(APPRAISEMENT)
SUB: IMPORT OF PRINTED ALUMINUM FOIL/PLASTIC FILM/PAPERS IN CONTINUOUS LENGTH SHOWING FOREIGN FOOD STUFF/ CONFECTIONARY/DRINKS WITH BRAND NAMES AND ORIGIN-AS SCRAP.
The import of printed aluminum foil/plastic as scrap under respective headings is allowed under current Import Policy Order. The purpose of allowing import of scrap is to recover the material for recycling purpose. It has been observed that certain importers are miss-using this continuous length in shape of rolls/sheets etc. bearing brand names of different food products & others as scrap and using the same in packing of confectionary, coffee, fruit juices, cigarettes and other various hot and cold drinks in order to sell these locally produced, goods as foreign goods with branded names and origins.

This import of sheets/foils, etc. with foreign brand names printed thereon for repacking of locally made goods/limitation of such foreign origin goods is not permissible as per-clause “G” of section 15 of Customs Act, 1969. It is therefore, notified for the information of public in general and trade in particular that no such consignment in the guise of scrap having imprints of foreign brands and origin of various eatables/drinks and other human consumption items shall be allowed release in future. However, these products cut into pieces will be continued to be allowed release. Any violation in this regard will be dealt with under the relevant provision of the Customs Act, 1969. This Public Notice shall take effect immediately.
