SUB: CLASSIFICATION OF TERMINAL STRIPS.
A dispute arose the classification of terminal strips. The importer claimed that classification of the subject item under heading HS description 8536.6110. On examination of the goods it was opined that the goods are correctly classifiable under PCT heading 7419.9900 being articles of copper.
On physical examination and inspection of the sample it was found that the items is manufactured by subjecting a continuous narrow width thin strip of copper to various stages of stumping and pressing to that the final product is a series of tony metal parts (commonly known as terminals) connected and to end with each other. One such strip in role may consist of as many as 15000, 18000 and 21000 terminals.
The individual terminals when plucked or detached from the continuous strip, are ready to be fitted on the end of the electrical wiring to facilitate electrical connection. The terminal is used by crimpling its one end to connect it to the electrical conductor placed in between while the other end can be engaged, hooked, locked or soldered to its counter parts (male and female) to make connection into the circuit. This item is widely used in electrical wiring of electrical/electronic equipments and appliances.
The explanatory notes to the Harmonized Commodity Description and Coding System (H.S.) in heading 74.19 clearly indicates that this heading covers other articles of copper not elsewhere specified or included.
Reference to the explanatory notes on HS classification heading 85.36 clearly indicated that the heading included terminal strips consisting of strips of insulating material fitted with a number of metal terminals or connector to which electric wiring can be fixed. The heading also covers tag strips or panels. These consist of a number of metal tags set in insulating material so that electrical wires can be soldered to them. Terminal strips as such appropriately falls for classification under heading 8536.6100.
It is hereby notified for information of the Public in general and the trade in particular that "Terminal Strips" shall henceforth be classified under heading 8536.6100 of the Pakistan Customs Tariff.
