PUBLIC NOTICE NO. 11/1999 - (APPRAISEMENT)
In order to expedite the clearance of chemicals and also to reduce the workload on Customs Laboratory it has been decided that henceforth the items pertaining to the categories given in the table below shall not be ordinarily sent for test to the laboratory. In all such cases the bills of entry shall be completed by the Group without detaining any part of the consignment. In case where the test is indispensable for the purposes of determining correct PCT heading/valuation/ITC aspect or in case of any doubt, an officer not below the rank of Principal Appraiser (Group) may send the samples for test after recording reasons.
TABLE
1. All items chargeable to highest rate of Customs duty (e.g. 35% Customs duty slab).
2. Single chemically defined products imported under the generic names.
3. Goods in retail packing whose composition is printed on the containers (e.g. printing ink, insecticides, glues, photo chemicals etc.).
4. Dyes, the C&F value of which is above US$ 10/KG.
5. Roller printing inks imported by industrial importers from the manufacturers whose names supplied by SITE Association.
6. The goods imported under examination IX of ITC Schedule i.e. trade samples.
7. The test reports of an item imported under generic names shall be valid only for that particular consignment. However, the chemical test report for the branded product of a particular supplier shall be valid for two years.
8. The declaration of the importers shall be accepted where the Customs Laboratory is unable to test the goods on account of non-availability of equipment of such goods may be sent for test to any other well-established laboratory with the approved of Additional Collector.
This is issued in supercession of all the previous Public Notices/office orders/standing orders on the subject.
