PUBLIC NOTICE No. 29/2000 (APPRAISEMENT)
SUB: ELECTRONIC ASSESSMENT SYSTEM (EASY) & ELECTRONIC ORDERING SYSTEM.
In order to further facilitate processing of the Bills of Entry under the Electronic Assessment System through the Customs Service Center, Custom House, Karachi, following revised procedures are being implemented with effect from 18.12.2000.
1. Exchange Rate provided on the Bills of Entry will not be fed to the Computer System, instead it will, be electronically applied by the Computer System on the basis of Bill of Entry filing date.
2. Particulars of individual items such as Serial No. Description of Goods, PCT Cods, Quantity, Origin, Rate of Customs Duty, Rate of Sales Tax, Exemption Notifications (if any) should be provided on the Bill of Entry by the Importer/ Clearing Agent. However, Pak Rupees value such as Assessable Values, Duties & Taxes Payable, etc. will not be fed to the Computer Systems by CSC staff, and will be worked out electronically.
3. CSC in case of all Bills of Entry assessed under EASY System will provide final printout.
4. The Clearing Agents will be responsible for writing the Pak Rupees values on the Bill of Entry as calculated by the Computer System and printed on the final printout supplied by Service Center.
5. No cutting on the Bill of Entry for foreign exchange values will be acceptable in case of Bills of Entry presented in the Service Center. In such cases, specific permission has to be obtained from the Assistant Collector, CSC.
6. If the importer or his agent for cogent reasons on the face of Bill of Entry makes request for “1st Examination”, it will be entered in the Computer System by CSC staff at the time of receipt of Bill of Entry.“1st Examination”.
7. Computer System will electronically generate the Examination Order, which will be reflected by printing the following under the Machine No:
8. CSC staff will put a stamp “Electronic Examination Order” in Column reserved for Appraising Officers signature (Column No. 47) on the Bill of Entry, for those cases where Computer System has printed “1st Examination” under the Machine Number on the Bill of Entry.
9. The Importer/Clearing Agent will directly take the Bills of Entry, in which “Electronic Examination Order” is endorsed to the Examination Shed for further processing at sheds and after examination the entry shall be resented in the concerned group for assessment and other aspects.
