STANDING ORDER NO. 07/92 (A)

SUB:               SPEEDY FINALIZATION OF TEST REPORTS

During the last meeting of the Advisory Committee of the Appraisement Collectorate held on 31.05.1992. Almost all the Associations and Trade Organizations have complained about inordinate delay in finalization of test reports in respect of samples of imported chemicals/items. This complaint is regularly being voiced by the trade bodies at every form participated by the officials of Customs Department and on some occasions has caused immense embarrassment.

2.         The Custom House, Karachi has time and again issued instructions for speedy disposal of test reports, In view of the alarming increase of complaints regarding delay in test reports, it is imperative that the laboratory staff is once again reminded of its obligatory responsibilities. Henceforth, it is ordered that test reports of each and every sample shall be finalized within 15 days of the receipt of a sample or first come, first serve” basis. The cases where report is not possible within this stipulated period shall be brought to the knowledge of the Deputy Collector of Customs (Appraisement -III) with justification of delay.

3.         However, in cases where goods are detained for want of test reports, toe priority shall be given so that assessment is finalized without undue delay. All such Test Report forms shall be marked with the words G.D. Case and it will be the personal responsibility of the Lab. Incharge to ensure that such reports are finalizes within 48 hours of the receipt of samples in the laboratory.

4.         A monthly statement on the enclosed proforma shall be furnished to the Collector Customs within three days after the end of the month.
