STANDING ORDER NO. 10/1992 (APPRAISEMENT)
SUB: SECURITY AND SECRECY MEASURES FOR CUSTOM HOUSE MAIN LABORATORY.
It has been observed that visitors including importers and clearing agents frequently visit the Custom House Main Laboratory and try to influence the Laboratory staff in getting the test results in their favour. This not only results in wastage of precious time of the laboratory staff but also adversely effects the time schedule of testing of samples on “first come first serve” principle. When Standing Order No.07/92(A) dated 21-6-1992 has already been issued requiring the " laboratory staff to finalize the test reports without delay on “first come first serve” basis within the time limit prescribed there under, there does not exist any further justification for the importers and the clearing .agents to visit the laboratory. It is therefore, ordered with immediate effect that henceforth no visitors including importers or clearing agents will be allowed to visit the laboratory staff. No member from the Laboratory staff will entertain any visitor in connection with any matter relating to the testing of samples. However, if any importer or clearing agent has any problem relating to the testing of his sample, he may see the Assistant Collector Incharge Laboratory to get his problem resolved.
2. To implements this order following instructions are being issued: -
(i) The Assistant Collector Incharge Laboratory will henceforth sit in his office in the laboratory premises.
(ii) No visitor including importer of clearing agent will henceforth receive the completed test report from any of the members of the laboratory staff. The laboratory staff shall now submit all completed test reports to the Assistant Collector Incharge of the laboratory. The Assistant Collector will specifically depute an official not below the rank of Upper Division Clerk from his personal staff to deliver relevant copy of the test report to the importer or clearing agent after making proper entry and taking signature from the recipient on the register maintained for this purpose.
(iii) No correspondence will be made either with importers, clearing agents or outside institutions/departments/organizations/agencies by any members of the laboratory staff except through the Assistant Collector Incharge of the Laboratory.
(iv) The Assistant Collector Incharge of the Laboratory will act as administrative head of the laboratory staff. He will be fully competent to distribute the work/assignments amongst the laboratory staff. He will also write their Annual Confidential Reports as initiating officer and in case of mis-conduct, recommend disciplinary action etc., against the laboratory staff to the competent authority.
Violation of this order by any member of the laboratory staff shall be deal with seriously under the government Servants (Efficiency & Discipline) Rules, 1973. Similarly, breach of this order by the clearing agents will render them liable to penal action under the Custom House Agents (Licensing) Rules, 1971.
