PUBLIC NOTICE N0.03/2007 (A) 

SUB:     RE-placement of physical machine numbering on goods declaration with electronic machine numbering through numbering through client- end software.

In order to facilitate trade for easy and swift clearance of import consignments and to reduce customs dwell time, as a pilot project, it has been decided to re-place the procedure of allocation of machine number on Goods Declaration and other import documents at Customs Service Centre (CSC) with electronic machine numbering through client-end software under "One-Customs". Following procedure shall be adopted by the attached list (Annex-A) initially selected for this purpose:--

i)        After obtaining updated client-end software from M/s. PRAL, 9th floor, CUSTOM HOUSE, Karachi, the clearing agent shall install the same on their PCs.

ii)         The clearing agents shall then file the GD electronically as per procedure laid down vide Public Notice No. 08/2006 dated 22.05.2006.

iii)       The updated software require the clearing agent / importer to fill In the mandatory fields as enquired in public Notice No. 01/2007 dated 06-02- 2007 for structured description of the imported goods.

iv)       The system after running necessary validation checks and removal of errors shall assign and electronically generated machine numbers to the Goods Declaration. Thereafter, the clearing agent shall obtain a hard copy of the Goods Declaration and shall record the electronically generated machine numbers on the relevant import documents i.e. Invoice, Packing List, Bill of Lading, Letter of Credit, Mill Test Certificate, Performa Invoice etc. under his signature and seal bearing his name, address and CHAL No. before presenting the Goods Declaration to the Customs.

v)       On receipt of the Goods Declaration, the concerned Appraising Officer shall verify that the particulars given on the Goods Declaration are same as are reflected by the PRAL system. The Appraising Officer shall also ensure that all the other import documents duly bear the machine number under the clearing agent's seal and signature. Thereafter, he shall also countersign the import documents.

vi)        Upon completion of all requisite legal formalities, the Principal Appraiser of the concerned Appraising Group shall post the duly processed Goods Declaration on the system by pressing F6 key without which the system shall not transmit Goods Declaration to the Cash Section for allocation of Cash Number.

2.         The Public Notice shall take effect from 15-02-2007.
