PUBLIC NOTICE NO. 05/2007-PQ 

Sub:   SCANING OF EXPORT CONTIANERS AT KARACHI CUSTOMS INTEGREATED CARGO CONTAINER CONTROL (IC3) FACILITY PORT MUAHMMAD BIN QASIM. KARACHI.

              

Whereas, it is hereby notified for the information of all concerned that the integrated Cargo/Container (IC3) Terminal at Port Muhammad Bin Qasim has become operational. The IC3 Terminal will handle, process and clear all direct and indirect US- bound cargo booked though Port Qasim under PaCCS or 1-Customs in the manner set out hereafter.

2.         An exporter may file the Goods Declaration Under PaCCS or 1-Customs

A. Filing Under PaCCS.

(i)          The exporter will file an electronic Goods Declaration under PaCCS and will provide information on container number shipper seal number, name of the terminal and the shipping line through which the export consignment will be shipped As soon as a electronic filing is completed, PaCCS will assign a Consignment Reference Number (CRN) of the Goods Declaration.

(ii)         At the same time that the CRN is electronically issued, PaCCS will send the Goods Declaration information and a “Pass-in Authorization” (PIA) to QICT for the container(s) declared in the Goods Declaration, meant for shipment through QICT. In parallel, PaCCS will also send the information in the Goods Declaration to the IC3 Terminal at Port Qasim.

(iii)         As soon as the container arrives at QICT, s pre-gate, QICT will verify its particulars with allow the information already received by it from PaCCS, and will allow the container to enter the terminal once the shipper seal integrity has been verified and the PIA issued in relation to it is confirmed. If the shipper seal is intact and matches the number in the PIA, QICT will attach a carrier seal to the container and electronically notify PaCCS,  about the arrival of the container at the at the terminal. QICT will then issue a drop-off ticket to the trucker for proceeding to the IC3 terminal after the “Gate-ln” message has been sent by it to PaCCS. As soon as PaCCS receives the “Gate-In” message from QICT, it will determine if a container is to be physically examined from QICT, it will generate the handling code “Examination required “(ER).

(iv)         In cases where a container is required to be physically examined, QICT will direct the trucker to the examination ramp in the National Block of the IC3 terminal. QICT will provide logistical and manpower support for the examination process. The examination will be carried out in accordance with the existing examination procedure of PaCCS.

(v)          After the completion of physical examination, PaCCS will send an “Impeding Arrival” (IA) message to the IC3 Terminal, the customs staff will verify the shipper and carrier seals and input the said information into the electronic interface with PaCCS.

(vi)       The trucker will then drive the container(s) through the Radio Portal Monitors (RPM-I and RPM-2) and the scanner (non intrusive inspection or Nil)

(vii)        At the end of the Nil formalities, including physical examination, if so required, the Customs staff will affix a bolt seal and a CSI (Sticker) seal on the container. The Container will then move either to the IC3 Holding Area or to the QICT terminal, as the case maybe

B.        Filing under 1 -Custom.

In case, the exporter files a paper-based Goods Declaration at Port Qasim the Customs Officials will process the Goods Declaration as per the prevalent procedure of Export Collectorate. After exports examination requirements the Goods declaration will be submitted at the entry counter of the National Block for feeding of the data. Thereafter, the same procedure will be adopted as outlined at para 2 (a) (vi-vii) 

C.        Up-country dry port consignments.

The procedure outlined at para ‘b’ will apply mutatis mutandis to consignments originating form up-county dry ports. 

3.         All US-bound cargo booked from QICT, whether as direct or indirect shipment, will be cleared by Customs through IC3 Terminal only; and

4.         No scanning charges would be levied on consignment cleared through the IC3Terminal.

5. The Trade is advised to ensure arrival of export consignment at the IC3 Terminal twelve to twenty-four hours ahead of the shipment schedule.
