PUBLIC NOTICE NO. 07/2007
SUB: CLEARANCE OF POSTAL ARTICLES/CARGO.
Mailbags, gift parcels and other postal articles are being regularly imported through the Karachi Port. No streamlined mechanism is in vogue for release of such consignments. It is, therefore, expedient to devise a comprehensive procedure on the following lines to ensure smooth, hassle free and expeditious clearance of postal articles/cargo:
(i). The office, of the Post Master General, Karachi, shall ensure that the Postal cargo is manifested as "CFL - LCL" in PACCS by the relevant shipping line so that the container is directly shifted to KPT shed (West/East Wharf) for de-stuffing.
(ii) The shipping line shall issue a separate carrier manifest to the Appraisement Collectorate, Karachi, for postal consignments shifted from PACCS or filed through M/s PRAL on the lines of Afghan cargo and up-country Transshipment goods, showing all necessary particular such as IGM/Index nos. and date, consignee name and address (i.e. Pakistan Post, G.P.O. Karachi), number of packages, weight customs value (if available), final point of discharge etc. The carrier manifest shall comprise the following number of copies.

FIRST COPY |
To be retained by M/s. PRAL at the exist gate after feeding information in computer for subsequent dispatch of M.C.D. (Appraisement Collectorate) for record keeping. |

SECOND COPY |
To be retained by terminal operator (Pakistan Post). |

THIRD COPY |
To be retained by terminal operator at the time of delivery of goods. |

FOURTH COPY |
To be retained by the P.A.D. Section, Preventive Collectorate, on arrival of goods at the GPO, Karachi. |
(iii). The postal goods shall be de stuffed in an exclusive/designated shed/area within the port/off-dock terminal by the custodian.
(iv). The importer (Pakistan Post) shall file the existing CN-37 form (Delivery Bill) with customs examination section providing existing and additional necessary details such as vessel name, Port of loading, IGM/Index/Bill of Lading nos. and dates, number of packages, weight, customs value (if available), etc.
(v). On the basis of CN-37 Form, the Assistant/Deputy Collector (shed) shall allow transshipment of postal goods as T.P. cargo under customs escort to the final point of discharge i.e. G.P.O., Karachi. The cargo shall be transported in the Postal Department’s official vehicles manned by the department’s staff carrying original identifications. The customs escort shall comprise the Preventive staff posted at the entry/exit gates of the Wharves/off-dock terminals and the process shall be supervised by the Appraisement Collectorate’s Examining Officer incharge of gates.
(vi). As soon as the postal cargo reaches the final point of discharge, under escort, the Assistant/Deputy Collector, Postal Department (PAD) shall issue an acknowledgment to the Assistant/Deputy Collector, Appraisement (Shed) regarding the safe receipt of postal goods. In cases where any discrepancy is observed is observed, the same shall be immediately reported to the Additional Collector (Ports) and the office of the Post Master General. A monthly consolidated list of all postal cargo released from the port shall be sent to the Additional Collector (sheds) for information by the Assistant/Deputy Collector incharge of the wharves.
(vii). The Public Notice issue with the concurrence of Model Customs and Preventive Collectorates and shall come into force from 10.02.2007.
