STANDING ORDER NO: 10/1995 (APPRAISEMENT)

SUB:  MONETARY LIMIT OF REFUND.

In order to clear the backlog of outstanding claims of refund and to prescribe a monetary limits for sanctioning of refunds, a Refund' Cell was established in the Appraising Collectorate vide Standing Order No.05/92 dated 24.08.1992. Since the Refund Cell is not operative and all the refund claims are being dealt with by the respective Groups/Sections. Standing Order No. 08/92 dated 24.08.1992 has become redundant. It is, therefore, imperative to prescribe a procedure for processing refunds claims and their monetary limits afresh.

2.         Henceforth all the refund claims except pertaining to PSI Scheme will be dealt with by the respective Groups/Sections and these claims will be processed by the Groups/Sections as usual on merits on the basis of documents provided by the importers/parties. In case of claims for refund pertaining to PSI Scheme, they will be processed as per para (F) of Standing Order No. 09/95 (A) dated 15.05.1995. However, the monetary limits for sanctioning of the refund claims will be as under:-

3.         After sanction of the refunds by the competent authority, the files/documents will be sent on Local Audit Section for pre-audit before it is sent to Accounts Section for preparation of cheque or payment.
