PUBLIC NOTICE NO. 20/2007 - (A) 

SUB:              DELIVERY OF CONSIGNMENTS PROCESSED UNDER e-CUSTOMS (PAPERLESS G.D. PROCESSING).

In continuation of this Collectorate's Public Notice No.17/20Q7-(A) 02.06.2007 and to ensure hassle free delivery of consignments against Goods Declarations processed under the pilot project of E-Customs (Paperless G.D Processing), following procedure is hereby laid down for compliance by all concerned:

2.         On completion of assessment and examination in all respects, against the specific G.D, the concerned importer / clearing shall approach the bank for payment of duty and taxes leviable thereon. The bank shall issue duly signed and stamped Computerized Tax Payment Receipt (CPR) (Annex-A) (in triplicate) confirming the payment of duty and taxes to the concerned importer / clearing agent.

3.         The importer / clearing agent shall, thereafter, take a printout of the 'Customs Clearance Certificate' (Annex-B) from the web of the under reference G.D completed in all respects and shall affix his stamp and signature on the said certificate. The importer / clearing agent shall produce both the documents i.e. computerized Tax Payment Receipt (CPR) issued by the bank and Customs Clearance Certificate duly signed and stamped to the Custodian / Terminal Operator for the delivery of the consignment

4.         The Custodian / Terminal operator shall allow the delivery of the goods on the strength of the aforesaid documents in lieu of the hard copy of G.D. the Custodian / Terminal Operator shall, however, retain the photocopies of the aforesaid documents with them for record.

5.         After faking delivery of the consignments from the Custodian / Terminal Operator, the importer / clearing agent shall approach Preventive Staff posted at Gates who shall, then, countercheck the entire record in computer and after satisfying himself with the genuineness of the customs Clearance Certificates duly signed and stamped by the importer/clearing agent, effect delivery of the goods by posting gate out information in the system. The Officer shall also retain the copy of the said certificate for onward submission to the Audit Section.
