STANDING ORDER NO: 05/1996 (EXPORTS)
In view of the Board's letter C. No. (10) S (CR) /77 dated 27-09-1995 issued in continuation of Board's letter of even number dated 25.08.1993 and this Collectorate's Standing Order No. 17/91 dated 15-051991, the following procedure in respect of drawl of samples and endorsement of examination report of consignment of black lead and coloured lead pencils is hereby prescribed:-
(i) the examination staff posted at wharves / ports shall examine the export consignments of black lead and coloured lead pencils with a view that whether or not the stamping foil or lacquer I present and must clearly mention the same in their examination reports;
(ii) only two samples for Rebate and Record Section shall be drawn at the time of examination. No samples for laboratory test shall be sent as it has been observed that certain chemicals / raw materials evaporated during the course of printing/ stamping on the pencil are not usually found present in laboratory test;
(iii) the Rebate Staff wile processing the duty drawback claims shall deduct the value of stamping foils if the presence of same is doubtful on physical inspection of the rebate samples.
2. The duty drawback claims on the export of subject consignments if lying pending for want of test reports shall be disposed off in the light of the above prescribed procedure.
