PUBLIC NOTICE NO. 08/2012 (PaCCS)

            In pursuance of Board’s letter C. No. 1(5) R&A/2011 dated 05.06.12, the Microclear based customs clearance system operating at Model Collectorate of Customs (PaCCS), Karachi will not entertain VIRs of vessels berthing at KICT after 23:59 hours on 08.01.2012. For the clearance of cargo w.e.f. 00:00 hours on 9th January, 2012 from KICT, the Importers, Exporters, Customs Clearing Agents, Terminal Operators, Shipping Agents, and other stakeholders are advised to follow the procedure laid down here under:

 Manifest filing:

No IGM/VIR shall be filed in Microclear software of PaCCS for vessels berthing at KICT after 23:59 hours on 8th January, 2012. IGMs for vessels arriving at KICT after the cutoff date are required to be filed in WeBOC software.

 GD Filing for Exports:

From 23:59 hours on 6th January, 2012 Exporters/Clearing Agents shall file exports GDs in WeBOC instead of Micro clear PaCCS system for consignments to be exported through KICT.

 GD Filing for Imports:

Importers/Clearing Agents shall file import GDs in WeBOC instead of Micro clear PaCCS system for vessels berthing at KICT on 9th January, 2012  and onwards (see Manifest filing above).

 User IDs:

Those importers, Exporters, Customs Clearing Agents, Shipping Lines, Shipping Agents, Terminal Operators and other stakeholders who are not registered in WeBOC are advised to obtain user IDs for access to WeBOC system. In this regard a Help/Facilitation Desk earlier established on the Ground Floor of the Collectorate will continue to provide necessary assistance to trade.

 Exclusions:

Existing exclusions in PaCCS such as IB, AT and TP shall continue to be processed in One Customs.

 Legacy Issues:

In order to facilitate trade, MCC PaCCS will continue to process/clear pending consignments that have arrived at KICT before the cutoff date and time i.e. 8th January, 2012 at the earliest but not later than 15.01.2012.

PA Accounts:

All those Importers/Exports/Clearing Agents etc. who are holding PD accounts linked with Microclear PaCCS software are directed to file the refund applications to withdraw the balances from these accounts immediately.
