PUBLIC NOTICE NO. 01/2013 (A)

SUB:              Provision of original master bill of lading for assessment of used cars. 

The federal government vide SRO 1441 (I)/2012, dated 12.12.2012, has reduced the maximum age of imported used cars from 5 years to 3 years with effect from 15.12.2012. As a result, the issuance date of the bill of lading has now become a crucial determinant of importability in light of the provisions of Para 4 of the Import Policy Order, 2009.

 2.         In order to ensure that the used cars being imported into the country fulfill the statutory age restriction, it is henceforth directed that all Goods Declarations submitted in the relevant appraising group for assessment/clearance shall be compulsorily accompanied with original copy of the master bill of lading issued by the shipping line showing its date of issuance. In cases, where the master bill of lading issued by the shipping line has been surrendered by the importer/clearing agent, the original copy of the Delivery Order shall be produced to the appraising group showing the bill of lading number and date. The shipping line who’s Delivery Order does not contain an entry for bill of lading date shall add a new column therein and provide the requisite information in primed form.

 3.         The above instructions shall be effective immediately and the Principal Appraiser of the appraising group shall ensure strict compliance/ implementation thereof to ward off any violation of the statutory age restriction on imported used vehicles.
