The Federal Board of Revenue vide Notification No. S.R.O 581(I)/2013 dated 18.06.2013 has redefined the territorial Jurisdiction of Model Customs Collectorates dealing with Exports at Karachi w.e.f 01.07.2013. The processing of exports and its duty drawback eases dealt with by MCC PaCCS shall transfer to MCC Exports, Custom House, Karachi details are as below. Accordingly following guidelines are notified for all concerned stake holders:-
2. Model Customs Collectorate of Exports, Custom House, Karachi shall deal with all matters relating to cargo clearance for exports from Karachi Port Trust. Karachi International Container Terminal, Pakistan international Container Terminal, all off-dock terminals situated in the Civil Districts of Karachi South, West& Central; all Duty Drawback matters related to exports from the respective ports or terminals; all issues related with EGM of respective territorial Jurisdiction; Manufacturing Warehouses (Open Bond Schemes); Manufacturing Bonds and Exports Oriented Units situated within respective territorial Jurisdiction including licensing; and all legacy issues of exports and duty drawback cases pertaining to die Model Customs Collectorate of PaCCS, Karachi.
3. Model Customs Collectorate of Exports, Port Muhammad Bin Qasim, Karachi shall deal with all matters relating to cargo clearance for export from Port Muhammad Bin Qasim, Qasim International Container Terminal, all off-dock terminals situated in the Civil Districts of Karachi East and Malir ; all Duty Drawback matters related to exports from the respective ports or terminals; all issues related with EGM of respective territorial Jurisdiction; IC3; Air Freight Unit at Quaid-e-Azam International Airport. Karachi; Export Processing Zone, Karachi; and Manufacturing Warehouses (Open Bond Schemes) or Manufacturing Bonds or Export: Oriented Units situated within respective territorial Jurisdiction including licensing.
4. The new jurisdiction shall lake effect from 01.07.2013, therefore, separate EGMs shall be filed for the new Collectorates of MCC Exports, (Custom House), Karachi, and MCC Exports, (Port Muhammad Bin Qasirn), Karachi with following prefixes:-

These Collectorates shall make amendments, if required, and manifest clearance of their respective EGMs, EGMs uploaded in the WeBOC system before 01.07.2013, will continue to be handled by the respective Collectorate according to its code on the Shipping Bill.
5. The Goods declarations; filed in MCC (PaCCS), Karachi with pre-fix KCSE upto 30.06.2013 will not be affected and the goods will be shipped on Board and EGM completed as filed.
6. As the interface for the exporters and clearing agents will remain the same, it is expected that the transition will take place seamlessly. However, Mr. Tahir Abbas, Deputy Collector and Mr. Ali Waheed Khan, Deputy Collector, MCC Exports, Custom House Karachi, and: Mr. Junaid Memon, Deputy Collector, and Dr. Imran Rasool Khan, Deputy Collector, MCC Exports (PMBQ), Karachi may he contacted for any queries or assistance if need be;
7. This is issued with the .concurrence of the Collectors of Customs, MCC PaCCS and MCC Export (PMBQ), Karachi.
