PUBLIC NOTICE NO. 04/2013-EXP/HQR

SUB:  Implementation of “WeBOC” at East Wharf/PICT and West Wharf/ KICT- LCL Cargo 

In continuation to the Public Notice No. 03/2012-EXP/ HQR dated 12.10.2012 and dated 08.1 1.2012 (copies enclosed) and Public Notice No. 3/-2013-EXP/HQR dated 25.09.2012 issued in the light of CGO 18/2012 dated 18.12.2012, following instructions/guidelines for facilitation of exporters filing goods declaration at MCC Exports, Karachi are issued under following paras:-

2.         The Federal Board of Revenue has approved the roll-out of the ‘WeBOC system to MCC (Exports), Karachi vide C. No. 1(1) PS (MC)/2011 dated 04.07.2012. In pursuance of the aforesaid decision and in order to ensure a seamless implementation, a phased wise implementation approach has been adopted. Accordingly, the facility of WeBOC system is being extended to LCL cargo being exported through PICT and KICT from 20th November. 2013. Accordingly, all exporters and their clearing agents, stake holders are advised to file Goods Declarations pertaining to LCL / consolidated cargo falling under the jurisdiction of MCC- Exports, Karachi exported through PICT and KICT in WeBOC system w.e.f. 20th November. 2013.

3.         The Terminal Operator(s) are directed not to entertain any shipment of LCL export cargo in One-Customs system which shall be processed in terms of relevant rules given in Chapter XXI of Customs Rules notified by the Board vide SRO 450(I)/2001 dated 18.00.2001 which apply to the clearance of LCL export cargo through WeBOC system.

4.         Similarly, all concerned Shipping Agents are also directed to file LCL Export Manifest in WeBOC system w.e.f. 20.11.2013 regarding LCL export cargo pertaining to PICT and KICT being routed through MCC- Exports, Custom House, Karachi. All concerned Terminal Operators / Off dock Terminal Operators (Custodians) / Stevedores (Custodians) are advised to obtain WeBOC User IDs from the Deputy Collector (MIS), MCC Exports, Custom House, Karachi before the cut-off date to ensure smooth functioning. Similar facility is available for Exporters from Off Dock Terminals of MCC Exports, Karachi. The WeBOC Project Office and Collectorate may be contacted in case any problem is faced in filing GD and export manifest in WeBOC system.
