PUBLIC NOTICE NO. 06/2013
Federal Beard of Revenue vide SRO 581(I)/2013 dated 18.06.2013 has redefined the territorial jurisdiction of Customs Collectorate at Karachi w.e.f. 01.07.2013.
1. MCC Appraisement (West). Custom House, Karachi shall deal with all cargo clearance for imports including temporary imports of all sorts, (excluding transit clearances), routed through the West Wharves. Karachi International Container Terminal (K1CT) and Off-Dock Terminals of AICT and BOML; Warehousing of goods in Public and Private bonds through above ports or Off-Dock Terminals: Transshipment cargo and its reconciliation; Licensing of customs clearing agents; Licensing of public and private warehouses, (excluding Duty Free Shops and Diplomatic Bonded Warehouses); Legacy issues of erstwhile MCC-Appraisement, Karachi, including financial securities, arrears or recovery and litigation; Auction of goods at above wharves, terminals or Off-docks terminals, respective public and private bonded warehouse; and Custom House Laboratory.
2. MCC Appraisement (East). Custom House, Karachi shall deal with all cargo clearance for imports including temporary imports of all sorts, (excluding transit clearances), routed through the East Wharves, Pakistan International Container Terminal (PICT) and Off- Dock Terminals of Pak Shaheen, NLCCT, Railway dryport TPs, and Timber Pond; Warehousing of goods in Public and Private bonds through above ports or Off-Dock Terminals; All legacy issues of erstwhile MCC-PaCCs Karachi, including financial securities, arrears or recovery and litigation; Auction of goods at above Wharves. Terminals or Off-docks Terminals, respective Public and Private Bonded Warehouse; issuance of user ID to all users of WeBOC: Transshipment cargo and its reconciliation in respective jurisdiction; and Centre for Classification and Advance Ruling.
3. It is circulated for necessary compliance of all concerned that the new scheme shall take effect from 01.07.2013, therefore, separate IGMs shall be filed for the new Collectorate of MCC Appraisement East, and MCC Appraisement West having prefixes of KAPE and KAPW respectively. Both Collectorates shall make amendments, if required and manifest clearance of their respective IGMs. ICMs uploaded in the WeBOC system before 01.07.2013, will continue to be handled by the respective Collectorate according to the Collcctorate code on the GD.
4. The GDs in process (pipeline clearances) filed before the cut -off date and time (i.e. 30.06.2013 00:00 hrs) will be cleared by die respective Collectorates.
5. As the interface for the importers and clearing agents will remain the same, therefore, there is no hassle for the trade.
