SUB: Uploading of related import documents in the WeBOC system
Attention of importers / clearing agents is invited to clause (a) of sub-section (1) of section 79 of the Customs Act, 1969. The cited provision requires that owner of any imported goods shall make entry of such goods by filing a true declaration of goods, giving therein complete and correct particulars of such goods, duly supported by commercial invoice, bill of lading or airway bill, packing list or any other document required for clearance of such goods.
2. It has been noticed that related import documents are not uploaded in Web Based One Customs (WeBOC) system at the time of filing of Goods Declaration (GD). In order to make correct assessment and undertake examination of the goods, custom officials call for the documents. This process takes time manifesting into delays and consequently causes demurrages against the consignments. This increases cost of doing business by the importers.
3. In order to speed-up the processing of the GDs, and Inspection / Examination of the imported consignments, following documents should invariably be uploaded at the time of filing of declaration:
i) Invoice
ii) Packing List
iii) Bill of Lading (B/L)
iv) PTA/FTA Certificate (if claimed)
v) Documents required under the trade policy where imports of the specified items are subject to conditions listed in the respective Appendixes.
4. In case the above documents are not found in the .system at the time of filing the GD then further processing of the declaration will remain pending till the aforesaid documents are uploaded.
