Public Notice No. 1(T)/2014/(PQ)

            In order to streamline handling of cargo  imported through M/s. Qasim International Container Terminal (hereinafter referred as QICT) at off-dock terminals  (hereinafter referred as QICT), approved by the Federal Board of Revenue, Islamabad, within the jurisdiction of Model Customs Collectorates of Port Muhammad Bin Qasim (MCC PMBQ), Karachi the following procedure laid down for strict compliance:

1.    That the inter-port movement of import cargo for ODT shall be allowed only through authorized Bonded Carriers licensed by the Customs authorities under Chapter XIV of Customs Rules. 2001.

2.    That the cargo mentioned below shall not be allowed removal from QICT to ODT:

a.    Transit goods under Chapter XXV of Customs Rules, 2001;

b.    The FCL transshipments goods distinctly manifested for Inland Customs stations;

c.    The goods mentioned under rule 492 of Customs Rules, 2001; and

d.    Any other goods or categories of goods disallowed by the FBR or a competent authority. 

3.    That the consignments which are manifested for removal to ODT, within the jurisdiction of MCC PMBQ, shall be visible and accessible to Assistant-’Deputy Collectors, Inter Port Management (IPM). Management Information System (MIS) and ODT of MCC PMBQ on filing of IGM/VIR in WeBOC by shipping lines or agents.

4.    That the Customs sealing officer posted at QICT f shall feed sealing information in the system by using his user ID. He shall generate and print copies of ‘Transport Note’, from the System, in triplicate , laid down m Append ! of sub-chapter  XV of chapter XXI of Customs Rules, 2001. Bach copy of the ‘Transport Note’ shall be signed by she Customs sealing staff and the Bonded Carrier or his authorised representative. Second copy of. the Transport Note shall be handed over to: the driver of the-vehicle who shall submit the same, to the Gate-in staff of the OUT,

5.    That the terminal Operator (TO) shall perform Gate-Out even only after receiving the Customs Seal Verification Message (SVM) communicated by the Customs Sealing self through the system. The TO shall also hand over the wieghment slip to the Bonded Carrier for record and onward presentation to the Customs Staff posted at the ODT.

6.    That the sealing at QICT and de-sealing at ODT of the containers shall be dealt with in accordance with CGO 04/2007 dated 31.03.2007, wherever required by law.

7.    That FCL cargo shall be scanned before removal from QICT area. The scanned images shall be communicated electronically to the ODT and the print-out shall accompany Transport Note.

8.    That on arrival of consignment at the ODT, the Customs sealing officer posted at the entry gate shall be check the “Transport Mode”, weighment  slip and the print-out of the scanned images and shall physical verify the seal of the container and enter/record the same in the system through his user ID.

9.    That upon receiving the cargo with seal intact, the staff of ODT shall enter “Gate-in” event in the system and conduct wieghment of the cargo and also enter the same in the system.

10. That in the case the Customs seal affixed on a container is found broken or tampered with, the officer posted at gate shall report it to the AC/DC/ODT who shall ensure that the respective container is examined 100% by the Customs in the presence the responsible of ODT and a representative of the Bonded Carrier; an inventory of the goods shall be prepared and signed by all witnesses. The inventory shall from a part of the Goods Declaration (GD) final subsequently for clearance purposes.

11. That in case, there is a difference or variation in gross weight recorded at QICT vis-à-vis the weight found at the destination Off-Dock Terminal the responsible staff of ODT and a representative of the Bonded Carrie; an inventory of the goods shall be prepared and signed by all witnesses. This inventory shall from a part of the Goods Declaration (GD) filed subsequently for clearance purposes.

12. This the feeding of any amendment in Gate-in particulars at ODT arising due to accident or break down of the vehicle shall be carried out on approval from the Assistant/Deputy Collector, IPM.

13. That the Assistant/ Deputy Collector, IPM shall carry our manifest clearance electronically on daily basis for closure of IGM lines and, if requested, proceed against the concerned  Shipping lines or their agents, Bonded Carrier, Terminals, ODT and other concerned as per provision of the Act and Rights.

14. That the CFS/ODT shall have clear, well defined, properly secured, segregated areas designated for de-stuffing, stacking and storing of imported LCL goods or cargo. The premises shall be equipped with necessary fire fighting, anti-theft, anti-buglary equipments, CCTV cameras, biometric system at the entry gates besides fixed observation post (Watch Tower) at the gates. Proper offices for housing Customs Officers and officials shall be provided.

15. That the de-stuffing of each container shall be carried out in the presence of an authorized representative of ODT and an officer of Customs, authorized by AC/DC ODT, who shall tally the number of containers, packages, their make & numbers and weight.

16. That in case of any short landing of goods/cargo or any quantity found in excess or damaged, a report to this effect shall be prepared and signed jointly by the custodian of ODT and the authorized Customs Officer. The custodian shall submit an out turn report immediately after de-stuffing has been completed in accordance with the existing procedure at the Port.

17. That the custodian shall ensure storing and stacking of cargo or goods according to the Manifest and Index-Wise in the premises.

18. That the goods after examination by the appropriate officer shall be immediately segregated and removed to designated area earmarked for storing the examined goods/cargo, pending completion of all Customs formalities.

19. That the delivery of cargo will only be allowed in CFS/LCL condition.

20. That any imported cargo which remain un-cleared after twenty days (20) from the date of filing the VIR/IGM shall be reported to the Assistant Collector Incharge of ODT and Auction for further necessary auctioned under Section 82 of the Customs Act, 1969.

21. That the gate passes for WeBOC clearances shall be generated by the authorized personnel of the ODT through the system only and manual clearance, whatsoever, shall not be allowed.

22. ODT shall make it sure that unauthorized persons are not allowed with in the premises.

23. The AC/DC ODT will take effective measures to ensure safe and secure use of password of all the Customs Officers and officials posted at the ODT.

24. That in order to sort out issues and keep a vigilant watch of the suspicious activities at the ODT, the AC/DC-ODT shall have a meeting with the management of the ODT at least once a week and minutes of the meeting shall be recorded.

25. That all the imported cargo manifested vis ODT shall be moved to the ODT through WeBOC only. However, until the One-Customs completely phases out, at the time of delivery of the goods/cargo of One Customs, the KPO posted at ODT gate shall verify Goods Declarations number, cash number and amount of duty/taxes paid, if any, in the PRAL system. The Customs Officer posted at ODT gate allow gate out of such goods/cargo after satisfying that all the duty/taxes have been duly page numbered and verified register, under his name and signature.

26. The AC/DC (ODT) shall reconcile the gate out consignments of the previous day which date in the WeBOC and One Customs on daily basis and in case of any suspicion; he shall be take necessary steps in accordance with law to satisfy himself as the genuine clearance of the duty paid consignments.

27. That ODT shall not operate without  obtaining user ID of WeBOC and One Customs from the appropriate officer of Customs/PRAL
