PUBLIC NOTICE NO. 01/2014
The WeBOC module at East Wharf- Karachi Port Trust (KPT) shall be rolled out w.e.f..24.03.2014. In order to ensure smooth operations for first three days importers/clearing agents shall file GDs in WeBOC system (whose cargo is to be shifted from PICT to KPT East Wharf or cargo to be berthed at KPT East Wharf and IGM manifested in WeBOC after March 24, 2014 00:00 hrs) and with complete roll out to follow on 27.03.2014 if no major issues are faced during pilot phase.
2. Following are the salient features of the roll out for information of all stakeholders:
(a) All vessels carrying containerized cargo berthing at East Wharf KPT w.e.f 00:00 hrs onwards on* the cut-off date shall file their manifest in WeBOC. However, hybrid vessels carrying both containerized and bulk cargo. Roll on-Roll off (RO-RO) cargo shall continue to file their manifest in One Customs.
(b) All intra-port movement (i.e. from PICT to KPT East Wharf) shall be handled through WeBQC w.e.f. 00:00 hrs on Mareh24, 2014. Manual shifting of cargo from PICT to East Wharf-KPT Area shall be stopped forthwith.
(c) Importers shall file GD in WeBOC .for all cargo that was manifested for KPT East Wharf through intra-port movement. However, cargo that is already lying in KPT area as well as cargo pertaining to vessels manifested in One Customs shall continue to be cleared through One Customs.
(d) Exceptions to WeBOC system shall continue to be handled through One Customs as were envisaged in Project Director (WeBOC) letter No. WeBOC/Rollout/TP/102/2013 dated 06.03.2013. For ease of reference these are reproduced as under:
(i) Old and Used Vehicles,
(ii) Frustrated Cargo,
(iii) Export cum Re-import under section 22 of Customs Act, 1969,
(iv) PCT 9917.0000 Export Processing Zones (EPZ),
(v) SRO 492(l)/2009,
(vi) SRO 326(l)/2008 and SRO 327(I)/2008
(vii) Government departments, Defence Stores (Embarkation Hqs Army, Navy* Airforce), Non-NTN Organizations
(vii) Consignments of Used Goods where request to examine prior to filing GD is filed under section 79(1) of Customs Act, 1969,
(e) At the moment EDI is only for non-Bulk cargo, bulk cargo shall continue to be handled through as per existing procedure.
(f) Consignments where IGM was filed in WeBOC system but the cargo clearance was processed through One Customs will be released against the OC/DD message to be fed in the system by Superintendent Imports of the MCC-Appraisement (East), Karachi.
(g) KPT has designated separate gates for consignments to be cleared through the WeBOC and the One Customs systems at NMB exit area.
