SUB:    Roll Out of the SRO 492(I)/2009 Module (Temporary Import).

Module covering all essential features of SRO 492 (I)/2009 (Temporary Import), has been developed in WeBOC for implementation with effect from 14-07-2014. Salient features of the module are given below:-

i.            A new type of GD known as Temporary Import (TI GD) is created in the module. This category of GD, namely TI (Temporary Import), will be selected by the importer / clearing agent at the time of filing the Goods Declaration.

ii.          As the exemption under the SRO is only available to goods which are identifiable at the time of their re-exportation, hence, all import consignments claiming subject SRO are to be referred to the examination invariably. For this purpose, all imports made under TI GD will be processed through “Red Channel”. It shall be mandatory for the examiner to upload the images of imported goods in the system so that the same may be identified at the time of export.

iii.         Under the TI GD type, the importer / clearing agent will also/be required to declare the Input / Output ratio in the GD and system will maintain the balance of quantity of input of goods to output goods.

iv.         The GD, claiming the benefit of SRO 492(I)/2009, is to be assessed by the assessing officer like regular import GDs claiming any exemption/concession. The officer can deny or accept the claimed benefit, completely or partially, depending purely on its merits. The Option to file first and second review shall rest with the importer in case of denial.

v.          As an administrative measure, all GDs/claiming the benefit of SRO 492(I)/2009 shall be invariably routed through the concerned DC /AC.

vi.         As no provision of drawl of samples is included in the automated process, therefore, the Collectorate shall continue to draw samples as per practice and law. The event shall be recorded in the remark window.

vii.        Once the imported goods are exported within the stipulated time period, given under the SRO, securities submitted against the GD’s to be released.

viii.      For release of securities, importer will apply online to concerned DC / AC Group of import Collectorate. The incharge officer upon his/her satisfaction, based on the information available in the system, shall release/encash the subject security All information of status of imported goods and their corresponding Export GDs shall be accessible in the system.

ix.         Under the provisions of the subject SRO, the importer is required to export temporarily imported goods after due processing thereof within eighteen months of their import. Hence, an alert folder is created for the AC/DCs to monitor the fulfillment of requisite condition.

3.         Since the subject module has been deployed in the WeBOC system, to the subject SRO shall be filed in One-Customs. Moreover, all concerned are directed to observe the flow of GD closely. In case any potential deficiency is detected in the process flow, the Directorate of Reforms and Automation is to be immediately contacted for taking counteractive action.
