PUBLIC NOTICE NO.06/2014-(AW)
SUB: Shifting of consignments of scrap from kict to west wharf under WeBOC and clearance thereof.
Consequent upon the roll out of WeBOC system to the clearances of scrap consignments at West Wharf, KPT and to streamline the process of shifting from KICT to West Wharf, KPT as well as logistics under Section 79(1) of the Customs Act, 1969, meetings were held on 01.09.2014 and 04.09.2014 to seek the inputs from all stake holders i.e.' KICT. KPT. Shipping Agents Association, Karachi Clearing Agents Association and Stevedores. As a result of deliberations with all stakeholders, following procedure is hereby notified for compliance of all concerned in respect of consignments of scrap bound for West Wharf through KICT:
i) The movement of containers with manifested description of scrap from KICT to West Wharf. KPT will be Inter Port movement for the purpose of WeBOC clearance i.e. all such containers will be Gate out from KICT, followed by Inter Port movement and then Gate In at KPT West Wharf.
ii) All such consignments, whose manifested description is that of scrap and their via port is West Wharf. KPT, shall be moved by KICT to West Wharf, KPT irrespective of the mode of delivery/stuffing status given on their respective Bills of Lading, upon receipt of release message from WeBOC. In case the via port for scrap containers is KICT. the shipping company/agent will get the same amended from DC MIS immediately. The shipping companies/agents will make sure that via port is correctly declared at the time of filing man Test. At the time of granting approval under section 79(l)(b) of the Customs Act 1969, the concerned ADC shall ensure that the via port is properly declared for the purpose of movement of scrap containers.
iii) The mode of delivery/stuffing status i.e. C.Y/FCL or CFS/LCL, shall be ascertained by shipping company and any amendment, where required, shall be made by DC-MIS as per rules/instructions. The shipping company/agents are no more required to declare the stuffing status as LCL and delivery mode as CFS for the purpose of moving their containers to West Wharf. KPT.
iv) Shifting of consignments of scrap shall be the responsibility of the Shipping Company/A gents through their designated Stevedores. In case, a Shipping Company/Agent does not operate through Stevedores, such Shipping Company Agent shall inform KICT for arrangement of Stevedores to shift such containers to West Wharf, KIPT.
V) It shall be the responsibility of KICT to ensure that before gate out from KICT. weighment of containers is carried out at KICT Weighbridge. Similarly, after gate in at West Wharf, KPT.it shall be the responsibility of KPT to ensure that the weighment is again carried out at KPT Weighbridge invariably. In case of any discrepancy in weighment the matter shall b; brought immediately in the knowledge of AC/DC West Wharf for necessary action accordingly.
VI) In case AC/DC West Wharf deems it necessary to carry out weighment before final delivery of scrap consignments, he shall do so on case to case basis, recording reasons in writing.
VII) It shall be responsibility of KIC I' & KPT to generate a daily report on movement of containers dispatched and received, respectively showing container numbers, seal numbers and found weight along with weighment slip numbers as well as dates.
VIII) In case any consignment of scrap is received with a broken seal or container is received in a damaged state, the matter shall immediately be brought in the knowledge of the concerned AC/DC and a report thereon shall also be made in writing for necessary action as per law/procedure in vogue.
2. AC/DC West Wharf will ensure that all processes are followed smoothly.In case there is any problem/issue then that will be addressed in coordination with all concerned at the earliest.
3. Public Notice No.08/2007 dated 24.1 1.2007 is withdrawn with immediate effect.
