SUB: Consolidation of LCL export cargo.
It has been observed that clearance of pre-consolidated LCL export cargo (referred to as “Part-shipment” cargo in WeBOC system) creates multiple problems both for the exporters and Customs examination staff.
2. Exporters face difficulties in case of removal of one consignment while other exporters sharing the same container do not want removal. Similarly, in case of a contravention against one exporter, other exporters sharing the same container also suffer.
3. On the other hand, proper examination of such consignments by customs staff is difficult. Different GDs pertaining to the same container are assigned to different examining officers at different times. They face. difficulties in recognizing cartons pertaining to various GDs in the same container. Determining weight of an individual consignment is not possible for them either.
4. Clearance of such consignments also poses many systematic risks. The consignments are consolidated at various unidentified locations by persons not registered / licensed with Customs and without presence or control either by customs or exporters. Such consignments destined to countries other than the USA can not be scanned at IC3. Moreover, the whole WeBOC system has been designed on the basis of GD numbers but clearance of such cargo requires some features to be incorporated on the basis of container numbers.

Therefore, in order to facilitate exporters and to ensure effective customs controls, it is hereby directed that effective from May 26, 2014 all consignments of LCL cargo shall be consolidated inside port area or notified off-dock Customs terminals and consolidated cargo outside customs area / notified terminals will not be entertained.
