PUBLIC NOTICE NO. 01/2015

It has been observe that the importers/clearing agents do not provide complete description/specification of the goods while filing the goods declaration. Incomplete descriptions are liable to abuse and also give rise to the disputes of classification/valuation/exemptions. Due to vague descriptions, the custom officers are either constrained to call documents or ask for examination of the hoods, which not only causes delay in the clearance but also increases the cost of doing business. Resultantly, this consumes much of the quality time of all stake holders and increases the dwell time. 

 2.         In order to facilitate the trade, streamline the working and to expedite customs, structured description of each HS code has been prepared and got uploaded in the WeBOC system All HS Codes are bound with leading questions to narrow down the specifications of the goods as given in Customs Tariff and Explanatory Notes. At the time of filing of goods declaration, importer/clearing agent has to respond to various the time questions embedded in WeBOC system. The questions are HS code (PCT) specific, and unless answered, the system will not allow the completion of G.D filing process. Few illustrations are also annexed to this notice for ease of understanding.  HS. Code wise questions on all PCTs will be available on website on 25-03-2015.  The scheme shall be applicable to all imports, including transshipment (TPs) cleared through WeBOC in all Customs Collect orates and will come into force from 7th April, 2015.

3.         To create awareness among the stake holders, The Directorate General of Training & Research (Customs), Karachi is scheduling training session’s foe Importers/Clearing Agents with effect from 19-03-2015 interested persons are advised to approach DGTR (Customs) to get registration.
