STANDING ORDER NO. 07/1997 (P)
SUB: PROCEDUREFOR CLEARANCE OF EXPRESS MAIL SERVICE (FMS)/INTERNATIONAL SPEED POST (ISP) ARRIVED FROM FOREIGN COUNTRIES THROUGH IMMEDIATE CLEARNACE GROUP AT QUAID-E- AZAM INTERNATIONAL AIRPORT.
The Controller (Express Post) of Pakistan Post Office, Karachi has approached for the facility of clearance of Express Mail Service (FMS)/international Speed Post (IPS) incoming mail from foreign countries through immediate Clearance Group (ICG) at Quaid-e-Azam International Airport. In order to regulate and administer quick clearance of incoming post, following is ordered for compliance:
i). Customs clearance of Pakistan Post Office mail and parcels shall be monitored at ICG where the postal bags shall be inspected, weighed, wired and sealed by the Customs staff on duty. Inventory shall be prepared in triplicate on the following format which shall be signed both by the Customs as well as Post Officer staff

ii) One copy of the inventory shall be retained at ICG, whereas, the remaining copies shall be handed over to the Postal authorities alongwith mail/parcel bags. Subsequent, these shall be transferred at State Express Building/Postal Appraisement Department (PAD) under proper customs escort.
iii) The Postal staff shall deliver one copy of the inventory to the Customs staff available at State Express Building/PAD. The relevant packages shall be opened in presence of the Customs staff, who shall verify that the ICG seals are intact and the weight thereof tallies with the weight shown on the inventory prepared at ICG.
2. After completing the above, formalities, Customs clearance of the postal mail/parcel shall be undertaken in accordance with the laid down procedure.
