STANDING ORDER NO. 06/1998 (PORT QASIM) 

It has been observed that prevailing procedure of handling of empty containers from Q.I.C.T gate is causing operational impediments, traffic jams and above all extra burden of less important work on the Customs staff. In order to streamline the working and to improve the conditions, it has been decided that henceforth all incoming and outgoing empty containers to and from Empty container Park of Q.I.C.T will be dealt with at main gate Port Muhammad Bin Qasim, instead of Q.I.C.T. gate.

2.         For this purpose. The following procedure- has been formulated for strict compliance adds observance.

i)                 Two separate registers will be maintained by the S.P.O incharge Port Muhammad Bin Qasim main gate. One for incoming empty containers and the other for outgoing empty containers.

ii)         M/s. Q.I.C.T will also maintain two registers in the same pattern at their empty container park so that it can be counter cheated as and when required.

iii)        The above noted registers will contain the following particulars namely S.No. Date Container No., Truck No. &Name of Clearing Agents, S/Agents, and Importer/Exporter.

iv)      M/s. Q.I.C.T will submit statement of empty containers to the S.P.O incharge gate on daily basis in respect of the empty containers passed out and passed out and passed in from the gate on preceding day.

v)       The S.P.O incharge gate will retain/preserve 1 soil of the guarantee in case of each incoming empty container and 3rd foil of the guarantee in case of each outgoing container.

vi)      The S.P.O incharge will also retain and preserve E.I.R and gate passes issued by M/s. Q.I.C.T. 

vii)    The S.P.O incharge gate will ensure physical checking of each and every empty container while passing through the gate. In case any goods are found stuffed/kept in any such container, necessary proceedings under the law shall be initiated.

viii)      M/r. Q.I.C.T will retain photocopy of the person receiving the empty container so that in case of any misuse the person can be identified.

ix)       The IPS/ incharge (Admin) will monitor the entire exercise and will ensure that the instructions contained in this Standing Order are being complies with. If any discrepancy is observed; he will report the matter to the Assistant Collector (H.Q).
