PUBLIC NOTICE NO. 01/2018-(CC-ENF/SOUTH)

Sub: -  ROLL OUT OF WeBOC MANUFACTURING BOND (MB) & EXPORT ORIENTED UNIT (EOU) MODULES – GUIDELINES REGARDING IMPLEMENTATION.

            Public Notice No.02/2017-(CC-Enf-South) dated 22-03-2017 was issued to implement WeBOC modules for Manufacturing Bond (MB) and Export Oriented Units (EOU). However, the operation of the said Public Notice was held in abeyance due to various short comings in the modules and various amendments were proposed by the stakeholders. The requisite amendments in the modules have been made and awareness-cum-training for licensees as well as Customs staff has been held in Karachi, Lahore and Faisalabad by the Directorate of Reforms & Automation. The suggestions made by the stakeholders during the sessions have also been taken care of and the modules are now ready for launch.

 2.         With a view to roll out the WeBOC modules for Manufacturing Bond (MB) and Export Oriented Units (EOU), the following guidelines are being issued for implementation of the subject schemes in WeBOC System:-

i.      All new Manufacturing Bond (MB) and Export Oriented Unit (MB) and Export Oriented Units (EOU) licenses are required to be issued through WeBOC System for which step-wise automated process from filing of application to approval by the licensing authority has been provided in the system. The provision to feed/upload the particulars of existing licenses is also available to the regulatory Collectorates as well as license holders. The regulatory Collectorates are advised to complete the feeding of licenses by 31-05-2018. The PCT Codes amended in HS version 2017 are also required to be updated in the existing licenses. Any issue arising during the feeding of license shall be resolved by regulatory Collectorates in consultation with Reforms & Automation Team.       

ii.     All new analysis cards for the subject schemes shall be issued through WeBOC System. The existing analysis cards shall be required to be fed in the system. The licensees are advised to include all input raw materials to be imported/consumed under the subject schemes in analysis cards. 

iii.    The information regarding input raw materials imported by EOU/MB licenses under One Customs System for which exports are yet to be made is required to be uploaded in WeBOC System for reconciliation at the time of export. Provision in this regards has also been created in WeBOC modules.

3.         The MCCs are advised to strictly enforce the clearance of imports made by EOU and MB licensees only through WeBOC System w.e.f. 01-06-2018.

4.         This Public Notice supersedes the earlier Public Notice issued vide No.CC(Enf-South)/02/2015-Ex-PQ/904 dated 22nd March, 2017.
