STANDING ORDER NO. 05/1999- (EXPORTS)
The following procedure in respect of all inputs imported against the Temporary Import Schemes, for use in the manufacture of goods meant for export, is hereby ordered with immediate effect.
2. The bills of entry after manifestation/registration at the facilitation center will be taken directly to the Principal Appraiser. Export Examination of this Collectorate posted at the respective wharves / port. The export examination staff will carefully scrutinize the bills of entry and the documents attached thereto and examine the goods in terms of directions contained in the Examination Manual covering all the items therein and record detailed examination reports, verifying description (giving constituent material, where ever required), quantity (piece/sets/No. of piece per Set, etc.) weight (net/gross) quality, indication of origin etc.
3. In each case the examination staff will draw in triplicate the representative sample of each item, seal them in the presence and get it signed by the representative of the clearing agent / importer. The Export examination PA/AO/EO will carefully scrutinize the declarations in the bill of entry, import documents, and conduct the examination and write the report and check all other aspects, confirm all particulars and PCT sub-headings or each items leaving no lacunae in the examination report.
4. The Principal Appraiser, Export (Examination) will check that the examination report is complete and correct’in all respects and endorse it with his signatures and forward the bill of entry along with the sealed representative samples, duly signed by him to the Bond Section.
5. On receipt of the bill of entry with the representative samples, the concerned clerk in Bond Section will acknowledge receipt of the samples on the reverse of the original bill of entry and register it in the register being maintained in Manufacturing Bond Section and shall put up the bill of entry along with representative samples without any delay to the concerned Appraising Officer, who will process the bill of entry in the light of declaration on the bill of entry, examination report and representative samples and submit the same to the Principal Appraiser (Manufacturing Bond Section) for further necessary, action.
6. This procedure shall have an immediate effect.
