STANDING ORDER NO. 02/2000 (PORT QASIM) 

With a view to implement the orders of Honorable High Court of Sindh, in special Customs Appeal No.18/2000 and 19/2000dated 30.05.2000, read with Orders-in-Original, NO.SI/MISC/02/2001-VII.D'CA. 48/2000 & 49/2000 both dated 10-03-2000, passed by Collector of Customs, Port Muhammad Bin Qasim, the following procedure is being described viz. ex bonding, transportation under customs escort, storage of raw materials in the importers/manufacturers, premises, complete processing, testing by Public Analyst, and subsequent marketing by M/s. Rohi Ghee Mills Ltd, Tehsil Kehrorpacca, District Lodhran, Multan, & M/s. Batala Ghee Mills (Pvt.) Ltd, 16-KM,Sheikhupura Road, Lahore:- 

i)              The importers shall, prior to the filing of ex-bond bill of entry provide a schedule, in respect of ex-bonding, removal from the warehouse, date of transportation, available storage capacity in their manufacturing premises in respect of raw material and exact storage capacity available in respect of finished product.

ii)             The importers/manufacturers shall in no case be allowed to file ex-bonded bill of entry and removal of goods from the warehouse for a quantity exceeding [500 M. tons] at a time.

iii)           The importer, shall, after completion of necessary customs formalities in respect of ex-bonding, provide the list of tankers/carriers alongwith their registration numbers and individual capacity of each tanker/carrier to be utilized for the purpose of transportation from the warehouse to the manufacturing premises of the importers/manufacturers.

iv)           Each tanker/carrier shall be filled in the presence of an Officer of Customs not below than the rank of Appraising Officer.

v)            After the filing, each tanker shall be sealed by M/s. Brinks International, in the presence of an Officer of Customs not below the rank of Appraising Officer.

vi)           All charges in respect of sealing by M/s. Brinks International shall be borne by the importers or their representatives.

vii)          The Appraising Officer, shall, record the seal number in respect of each tanker/carrier in quintuplicate. The original copy in respect of seal numbers and carriers shall be dispatched to respective Collector of Customs. The duplicate, 'triplicate and quadruplicate copies shall be carried by the officer deputed for escorting the convoy / fleet of tankers / carriers comprising not more than 11 (eleven) tanker/ carrier. The quintuplicate copy shall be retained by the Appraising Officer. The Officer sectoring the convoy / fleet of tankers / carriers shall be an Officer of Customs not below the rank of Preventive Officer. In addition three Sepoys shall also accompany each convoy/fleet of tankers/carriers.

viii)         The importers, shall, bear all expenses in respect of boarding and lodging of the escorting staff en-route to their manufacturing premises and return journey.

ix)           No tanker/carrier, shall, leave the port premises unless all the tankers/carriers have been filled, duly sealed and properly documented.

x)            Upon the arrival of the convoy/fleet of tanker/carriers at the importers/manufacturers premises, the Office of Customs to be deputed round the clock by respective Collectorate of Customs shall receive the convoy/fleet of tankers/carriers.

xi)             The Officer of Customs to be deputed by respective Collectorate shall before allowing the discharge of the ex-bonded raw materials in the storage tanks at manufacturing premises, physically verify that all seals are intact and, tally the seal numbers with the registration number of respective tanker/carrier, as per the duplicate copy to be delivered to him by the escorting officer.  

xii)          The Officer of Customs of respective Collectorate shall ensure that the storage tanks meant for the storage of ex-bonded raw material are properly cleaned and do not contain any previous raw material therein.

xiii)     The Officer of Customs of respective Collectorate shall upon receipt and storage of complete consignment in respect of particular convoy/fleet of tankers/carriers, endorse duplicate, triplicate and quadruplicate copies to this effect, and dispatch the duplicate and triplicate copies to the Assistant /Deputy Collector of Customs, (Headquarter-ll), Port Muhammad Bin Qasim within 24 hours of storage. The quadruplicate copy shall be retained by the respective Collectorate;

xiv)       Before starting the manufacturing process in respect of raw materials imported per vessel M.T. Falcon, the -importers/manufacturers, shall, ensure that no other raw material is under process in their respective premises.

xv)      The importers/manufacturers, shall, strictly ensure that processing and blending are in accordance with the standard specifications required for the manufacturing of vegetable ghee fit for human consumption.

xvi)           The importers/manufactures, shall, ensure that the storage tanks for finished product are properly cleaned and completely empty before storing the finished product obtained through the raw material arrived per vessel M.T. Falcon. This aspect shall also be physically verified by the Officer of Customs deputed for the purpose by the respective Collectorates.

xvii)           Before packing and caning of vegetable, the Assistant Collector or Customs, to be deputed by respective Collector of Customs, shall, in the presence of the representatives of importers/manufacturers draw three representatives’ samples to be properly sealed and signed by the Assistant Collector of Customs, and representatives of importers/manufacturers. Each sealed and signed sample shall be delivered to the Officer of Customs not below the rank of Assistant Collector of Customs, for the laboratory testing and analysis. The Public Analyst, after performing the laboratory testing/analysis shall categorically specify whether the finished product is fit for human consumption or not.

xviii)      In case the Public Analyst certifies that the finished product is fit for human consumption the importers/manufacturers with the permission of Assistant Collector of Customs, of respective Collectorate, shall, within 48 hours after the receipt of fitness certificate complete the filing of finished product in the individual containers and store them in exclusive area to be earmarked in respect of finished product manufactured by the raw material arrived per vessel M.T. Falcon.

xix)            The Officer of Customs, to be deputed by respective Collectorate, shall, within 24 hours on receipt of certificate from the Public Analyst inform the Assistant/Deputy Collector of Customs (Headquarters-ll) Port Muhammad Bin Qasim. If the report of Public Analyst, and an undertaking in respect of a specific ex-bond bill of entry filed under clause (I) of this Standing Order furnished by Pakistan Vanaspati Manufactures Association (P.V.M.A.) categorically specify that subject finished goods are fit for human consumption. The Collector/Additional Collector of Customs, Port Muhammad Bin Qasim, shall allow the marketing of finished product.

xx)          After grant of permission by the Collector/Additional Collector of Customs, Port Muhammad Bin Qasim, in, respect of marketing, the importers/manufacturers in the presence of Officer of Customs, shall affix a seal of indelible ink on each container to the effect that goods are fit for human consumption.
