STANDING ORDER NO. 02/2000 (EXPORTS)

SUB:  PROCEDURE FOR PAYMENT OF 70% DUTY DRAWBACK CLAIMS WITHIN 24 HOURS.

In order to ensure that payment of duty drawback of 70% of the claimed amount is made within 24 hours subject to submission of correct and complete documents. The following instructions are issued for compliance by the concerned staff/officers of this Collectorate:-

2.         Each Group shall depute one Appraising Officer who will sit on receiving counter to be specially marked for this purpose. The concerned Appraiser shall check that the claim is complete in all respect including the compliance of condition as in Public Notice 04/2000-Exporter dated 30.06.2000.,of receiving the correct and complete documents from the exporter or their representative the concerned Appraiser hall initial / sign all the documents which he normally initials or signs and hand over the claim file to the clerk for registration. In case the claim is incomplete the same shall be returned by the appraiser to the exporter or his representative explaining the discrepancy thereon.

3.         All claims submitted under its scheme shall be allotted SR4 number to distinguish them from other claims.

 4.         There shall be a separate clerk for registration of claims under this scheme. The clerk shall immediately register the claim after receiving it duly verified from the Appraiser and then send the same to the concerned sanctioning officer.

5.         The sanctioning officer shall provisionally sanction and sign on Duty Drawback Payment Order meant for payment of 70% of the claimed amount. The sanctioning officer shall ensure that claims is claim is immediately sanctioned and sent to Account/Treasury section for issuance of cheque on the same day.

6.         All Groups/Sections shall maintain a separate register for recording the date of receipt and dispatch of the claim in the Performa as at annex-‘A’. The Collector shall inspect the register personally on fortnightly basis and the Principal Appraiser shall monitor it.

7.         All Groups / Sections shall maintain profiles of industrial and commercial exporters in a separate register in the Performa as at annex- B and the Principal Appraiser shall monitor it.

8.         After payment of the 7% of the claimed amount the Account / Treasury shall sent the claim file to the respective group for scrutiny and processing thereof, balance amount to be paid within 30 days of the date of filing of the claim.

9.         These instructions shall be strictly complied, and any deviation shall be view seriously. Disciplinary action shall be taken against those officials / officers who may cause under delay in payment of 70% of the claimed amount within 24 hours of final payment to be paid within 30 days of the filing of the duty drawback claim.

10.       All claim files in which the 70% and 30% of the duty drawback amount has been has been fully sanctioned and paid shall then be sent to the Director General of Inspection and Internal Audit for post audit.
