STANDING ORDER NO. 17/2004-(APPG)

SUB:        HOLDING OF 2ND TEXTILE ASIA 2005 EXHIBITION & CONFERENCE IN KARACHI AT EXPO CENTRE (KEC) UNIVERSTY ROAD, KARACHI FROM 19TH MARCH TO 21 ST MARCH, 2005.

In pursuance of letter of Federal Ministry for Investment & Privatization, Honourable Senator Dr. Abdul Hafeez Shaikh, REF # MIP/ITIF/(05)/L-T4/98726 dated 29.10.2004 on the subject cited above regarding 2nd Textile Asia 2005 Exhibition & conference to be held from 19th March to 21st March, 2005, the following procedure is prescribed to facilitate the clearance of goods to be imported by the Exhibitors:-

i)             The Expo Centre (KEC) University Road, Karachi is declared as the Exhibition Site;

 

ii)            The organizers i.e. M/s. Ecommerce Gateway Pakistan (Pvt) Ltd., Karachi have appointed only M/s. Pakgro Trans (Pvt.) Ltd. (CHAL NO. 1295), Karachi as Customs Agents, responsible for clearance and subsequent export of the item temporarily imported for display;

 

iii)           The importer is M/s. Pakgro Trans (Pvt.) Ltd.,

 

iv)      M/s. Exhibitors shall provide an Indemnity Bond/ Undertaking to pay all the taxes in cases the exhibits are not exported within the stipulated time, not exceeding 90 days;

 

v)           Bills of Entry for home-consumption with complete description, quantity, value, classification and leviable rates of duty & taxes, alongwith invoices and packing lists shall be filed in the Customers Service Centre, Custom House, Karachi for clearance of goods imported for the subject exhibitions ;

 

vi)          The Appraising Group-VIII shall make assessment on the basis of declarations made by the above referred documents and shall process the Bills of Entry in terms of Chapter-99 of the 1st Schedule of the Customs Act, 1969 under sub-section (2) of Section 80 ibid and Sr. No. 26 of Schedule-v Sales Tax Act, 1990;

 

vii)        Container Numbers and Seal numbers of the Sealed containers shall be verified at the Port in case, of containerized cargo and marks & number will be verified in case of goods contained in the packages. Removal of the goods to the exhibition site shall be allowed under proper Customs Escort and Customs staff shall round the clock, remain posted at the Exhibition Site;

 

viii)    The Custom's examination staff deputed for the purpose shall examine the goods 100% at the Exhibition Site and make detailed inventory with a copy to the Appraising Group-VII. The organizers shall be responsible for arranging the goods (consignment-wise) for this purpose;

 

ix)         On conclusion of the exhibition, the Exhibition's management shall prepare a list of such goods indicating description, quantity, and value for the final accountal of the goods and file Bills of Export for the goods to be re-exported alongwith invoices and packing lists.

 

x)        Leviable duty and taxes in respect of goods consumed or retained would be forthwith deposited against the respective assessment by the exhibitors/ organizers within the stipulated time, not extending 90 days;

 

xi)        Bills of Entry with the documents mentioned at (v) pertaining to the goods to be imported by air shall be processed by the Customs Staff posted at Air Freight Unit (AFU)/ Jinnah International Airport, Karachi, in similar manner as mentioned above;

 2.         This issues with the concurrence of Collector of Customs, Preventive Collectorates, Custom House, Karachi.
