FBR Mandates Video Surveillance for Manufacturing Goods

The Federal Board of Revenue (FBR) has introduced new regulations requiring manufacturers to implement video surveillance for monitoring production before goods can leave business premises.

Announced through S.R.O. 364 (I) 2025, the amendment to Sales Tax Rules mandates that specified goods in Pakistan undergo video surveillance, video analytics, and digital tracking technologies like the Digital Eye. These systems must be installed on production lines, approved by the FBR, and capable of real-time monitoring, object detection, and data collection.

The surveillance system will transmit live production data to the FBR’s Central Control Unit, ensuring the recording and archiving of production activities. It will also detect production halts, analyze production output, and support legal enforcement through data analytics when required.
