Government Moves to Fix Senior Military Pay Anomaly

The federal government has undertaken a policy initiative to rectify an identified anomaly in the pay structure applicable to armed forces personnel holding ranks from Brigadier and above, with the objective of aligning such provisions with those currently applicable to federal civil servants and junior military ranks.

The proposal, submitted by the Ministry of Defence, was presented before the Cabinet Committee on Legislative Cases (CCLC), which endorsed the recommended amendments aimed at eliminating disparities in pay fixation mechanisms and increment entitlements.

Officials have clarified that federal civil employees and Junior Commissioned Officers (JCOs) are presently entitled to exercise an option for pay re-fixation upon promotion. This includes the ability to draw annual increments based on presumptive pay from their previous rank. However, such provisions have historically not been extended to commissioned officers from the rank of Brigadier and above.

Under the existing regulatory framework, pay is determined based on the date of promotion or assumption of charge. In circumstances where an officer assumes higher responsibilities prior to formal confirmation of rank, there exists a risk of forfeiting the annual increment for that cycle, thereby adversely affecting both current remuneration and subsequent pension calculations.

This structural inconsistency impacts officers ranging from Brigadier to Lieutenant General rank and has, in certain instances, resulted in situations where junior officers receive higher compensation than their senior counterparts.

In order to address this disparity, the General Headquarters has proposed amendments to the applicable rules governing pay fixation. The proposed framework would enable officers at the rank of Brigadier and above to have their pay fixed at a level higher than their existing salary, inclusive of rank pay.

Furthermore, where the resultant increase is equivalent to or less than a single annual increment, provision has been made for the grant of a premature increment. Officers promoted after completing a minimum of six months of service following an annual increment in their lower rank would also be permitted to opt for pay fixation based on presumptive pay.

The proposal has received formal concurrence from the Adjutant General’s branch on behalf of the Chief of Army Staff, as well as from the Military Finance Wing of the Finance Division, thereby indicating institutional alignment on the proposed reforms.
